This is a Clearance Certificate for funds, allegedly from the CBN. The 'ATM CARD PAYMENT' is a different font to the rest, the beneficiary's name (although removed here) can be seen to be an overtype and the background to the word "INDIAN" obscures the dotted line above.

This could easily be used to confuse a non-English speaking victim.
