this is the letter i recieved...is it a scammer...from suppose to be military...

It's a scam.

*No soldier needs someone outside the military to apply for his leave.
*An American soldier in Afghanistan wouldn't need anything sent to England.
*The military doesn't ask for payment by Western Union or MoneyGram. Scammers do that.
*The writing style is neither American nor British.

Additionally:
- Real military personnel would be using an e-mail address ending with ".mil". I bet that the person you're conversing with has a yahoo, or hotmail addy.
- Like vonpaso wrote, only soldier himself can ask for a leave, and it doesn't have to be paid for. If you intend to point this flaw out to the scammer, he'll come up with various excuses. Don't believe those, it's all made up.

To further expand on what the others have said:

-Leave is like vacation from a regular job. It is earned, not bought. There are no fees to be paid for leave, just as you would not pay to take vacation from your work.
-Just like vacation, there is a maximum amount each year. On average, soldiers get a total of 30 days per year. If he is deployed, he will typically have at most 15 days during his period of deployment, and the rest will be when he returns home, before his next assignment. The moment a "soldier" starts talking about months of leave, you can know he isn't a soldier at all.
-It's not actually that you don't have to apply for leave for a soldier. You can't.The US military does not allow outsiders to apply for leave (or phone, or anything else) for soldiers. Soldiers apply for leave themselves. It is an internal request process, and you would have absolutely NOTHING to do with it. This would be true even if you were married to him.

It's important to understand how the US military works. The US military is a closed system. They even have their own police, trial, and prison system. The chain of command and reporting structure are key, because they establish a controlled system in which soldiers can understand their responsibilities and can be held accountable for their actions. ALL requests for a soldier are handled within that chain. The soldier is part of that chain. You are not. You would not be requesting anything for him, even if you were married, because that would be breaking the chain of command. Scammers make up stories, claim they are new policies, etc. But the chain of command is the entire basis of the military structure and they are NOT going to change this, now or ever.

As far as benefits go (another angle these scammers will try) - a status of "fiancee" is not recognized by the military at all. If you are not legally married to a soldier, you are entitled to no benefits at all. And the military does NOT grant any kind of special leave to get married either. If you were really engaged to a soldier, you would have to arrange to get married during his regular leave, whenever that is.

This is the messages that we sent back and forth in November on the day he told me about the fee. I just want to report it so that no one else gets scammed. I sometimes lure them in and when I asked him to send me money for the fee he said that he had no way of getting to his funds. I told him that I was going to report him and that he was a fraud but some how he didn't get mad or upset he tried to say he forgave me. I am laughing because I know all the tricks and games so I will play with him a little longer and see just how far he tries to take his lies.

This guy, SSG MATEO CARLSON E., is still trying to scam women on Badoo. There are a few on there doing this scam. I am still chatting with them to see how far the will actually take it. I am playing along to get more info.. I have reported it to FTC and FDI.

Playing along with a scammer and pretending to be fooled is called scambaiting, and we do not recommend doing this if the scammer has any of your personal information. We have a sister site, 419eater.com, that is dedicated to scambaiting and contains lots of information on how to do it safely.

The FTC has no involvement with these kinds of scams, other than to note the possible identity theft (which requires no further emails) and a report to the FBI itself may not get to the right place either. IC3 is the combined task force (a partnership between FBI and the National White Collar Crime Center) responsible for tracking these crimes, and in the (unfortunately) few cases in which an in-depth investigation is justified, they would be responsible for driving that investigation. There's no sense trying to get more info, unless it's a website or email domain or bank account that needs to be shut down. If you got the domain of the fake office for processing leaves, you can just post the email (with headers if it's an email-only domain) here and the site killers will get rid of it. If you want to get a scammer's bank account, you definitely need to take scambaiting precautions as described on http://forum.419eater.com/. Trying to find out who the scammer is or whose pictures he's using is useless.

This same guy is trying to scam me too- using the same tired military excuse. But now he needs a paypal account set up in my name- for him to put money in and a plane ticket bought. So not going for it.

That's an even more dangerous variation of this scam.
What he really wants of course is access to a paypal account for his criminal activity. Any money paid into that account will come from other people he is scamming.

A victim who complies with that request and opens a paypal account for him risks not only significant financial losses, but also faces the very real possibility of being arrested as an accomplice to his crimes.
