Just about everything about this screams scam - For a start it's not addressed to anyone in particular.

The UN and EU working together is nonsense, they are organisations with totally different remits. And what is anonymous supposed to mean in this context? Essentially the scammer is making excuses for you not being able to check his credentials if you try to.

Diplomats delivering packages? They're trying to sound official and legitimate - but diplomats work for governments, unless you're a member of government then don't expect to meet one.
